The standard trick is to anneal it, heating it up enough with a torch to remove the temper, and then let it cool slowly. That much heat may do things you don't like to the faucet itself though, so maybe not a good solution here.

After that I can use my line wrench or box end wrench to open and close the bleeder. I've never had this happen before, but I think whoever worked on this before me tightened it way too much.
